Typical RPM's when on t-brake? 5300 at 15psi is scary!

I got on the brake and at 15psi my Art Carr 9.5" l/u for the 200-4r stalled to 5300rpm :eek: Shifting at 5900 brought the rpm to 5400, so I am only getting a 500rpm drop. I would like to see the rpm's drop to the 4700-4900 range. How much (ballpark amount) do I need to have the convertor tightened to achive this? Have it lowered 300rpm? 500??
