The stock inlet bell has a hose connection for the PCV breather system that allows oil to travel from the passenger side valve cover to the turbo inlet and coat the inside of the intercooler making it inefficient.
The billet aluminum inlet bell eliminates the breather hose helping keep the intercooler clean.
It keeps hot air out of the intercooler as well.

I just got news from the dealer my turbo is bad so I'm shopping around. Based on reading this forum if I'm not racing there is a lot I can still do with the stock sized Turbo. I was looking at this one. Stock Replacement Turbo for a 1987 and 1986 Buick Grand National

The stock unit currently on your car has a pretty good core value. Even more if the wheels are not damaged. if the service is just for seals and bearings, it's pretty straight forward. the compressor (cold) housing and the turbine (hot side) housings are used to for stock units and are also machined for larger wheels like what's in a TA49 or TA60.
I would suggest sending your turbo to Reed at Work Turbochargers for service. Then you can discuss with him if any wheel upgrades would be of any benefit to you. Reed runs a first class business and took over the workload from Limit Engineering when Chopper closed that business a few years ago.
It may be Reed who is supplying that stocker to GN1 performance for resell. a few years ago, some vendors were paying bounties for stock turbo units as supplies of those Garrett housings were drying up. Link to Work turbochargers below.
