wastegate solenoid

Umm my wastegate solenoid isn't connected to turbo pressure fitting but i still get about 15 psi boost. My question is if i reconnect the wastegate solenoid will i achieve higher boost and better spool up ? My thinking is that I will. why would the previous owner not leave it connected?. Whats really wierd is it appears to be connected to the map hose ??? Does anyone have any experience with this TIA
 
What turbo, what type actuator HD. or stock type, and what year car?

A posted digital photo of that area of the car and hoses would be helpful.

Is there a Y plastic hose fitting with 3 hoses to it in the car?
 
What boost gauge are you going by? If the dash gauge, it's prolly only 13 psi, as the gauge is off. Hooking up the solenoid will prolly give more boost, depending on what chip you use.
 
Its an 1986 GN with a Garret t3/t4 Turbo ( I think ) , stock actuator, VDO boost Gauge, and no "Y", direct connection from turbo fitting to wastegate diaphragm actuator

15psi sounds about right for this setup. This is refered to as "tuner style".

Some people swear by it, others prefer the chip/solenoid method.
