Well, look at it this way......now you know the "actual, real" miles on your new purchase........... 179,990. You have the same thing as a lot of guys..........an 179,990 mile car that they actually think 
has 79,990. It's just a state of mind. 
My Red T only has 70,000 on it as stated my signature. OOPS! That's what it says on my odometer. 
Legally, being 17 years old and odometer exempt, I don't think you can prove it. Also, private sales are generally final. Carfax is not endall proof.

Car Fax is supposed to be BEFORE YOU BUY
How much did you pay for this car anyway?
Also any owner before the person you bought it from could have done the tamper.. You can't accuse someone without proof.

This law ONLY covers disclosure during the transfer of the title. It doesn't address the actual tampering of the odometer.
In essence if you were purchasing a car of 10+ yrs old you wouldn't be required to write the mileage on the title when the sale is made.
I believe these are two completely separate issues. IF you can verify the odometer was tampered with it may be illegal just by doing so.
You may also have a civil tort against the seller for misrepresenting the car. Check with an attorney for recovery of possible civil damages.
This is what I am thinking,also I decided to look the car over even closer,,supposed to have 009 inj,,their stock,Drivers seat was riped and was not mentioned,claims of no rust ,rust bubble on "A" pillar,

I was real close to buying that car, too... Dude told me he'd sell it to me, but it was still on E-bay, so I didn't know what to make of it and dropped it.
If I remember right, it was his dad's car, brought up from Florida, or something.
I don't really trust carfax. I got one on the Limited I bought, and the last recorded mileage was 53,521 on 10/10/96. The car was sold to me with 71,XXX miles..... Eight years later. Guess it's possible, but hard for me to believe. The NJ title I got with the car listed the mileage at 69,XXX miles *shrug*.
The car certainly runs well, and the compression readings were all great, so I'm not too concerned.
Here's one fu*ked up thing. The guy said the car passed emissions no problems in NJ, with a gutted cat. I had it tested here, and it failed miserably. Bought a new cat, O2 sensor and plugs, and it still failed. My wife was in the garage one day, came back in the house and said "I see your 2001 Chrylser Sebring passed emissions". I was
. I went out to look at the car, and the NJ inspection sticker on the windshield says in real small print " '01 Chry Sebring". Tell me that's not f*cked up. I haven't e-mailed the guy about it, because what am I going to do?, but to me, that's pretty shady. Makes me wonder about the car's history though. If there's a legitimate reason for that, I'd sure like to hear it.
It's definitely a solid car, but there will always be a little doubt about things.
