What steps do I need to take for painting the fender wells?

My car is getting redone and I need help on my front fender wells. can i clean them and paint them ? If i can is there any steps I need to go by? thanks

I cleaned mine off the car with a mild degreaser and a lite abrasive scotch brite pad.After it dried I sprayed it lightly with wd40 and rubbed it into the plastic.Came out looking new and has a lite sheen to it as well.
