so could one of those be the reason that my ac/vent settings sometimes wont go through the ac vents and rather through the heater vents? Until they do open(I put it on max ac and turn it all the way up and eventualy it pops over) it makes a vacuum sound.

Make sure that they are both connected to something under the hood. One goes to the heater valve, and the other one hooks up to a vacuum source near the back of the upper plenum. If it shifts vents sometimes, then it must be hooked up. It should connect to a check valve somewhere. Check and make sure that it isn't popped. You should be able to blow air through it one way only. If it is popped, then you may have also popped a bladder that is used to shift the vents. If not, then it could be a (not sure of the name) vacuum heater control valve. That is on the back of the heater controls. That directs the vacuum to the different bladders/diaphragms to operate your vents.
