Why are my User CP functions missing?

Can somebody let me know why my user CP functions are missing?

I have the same issue when using Firefox. On Internet Explorer, it looks correct, but for me this site runs really slow on IE compared to Firefox.

Try this: place the mouse pointer in the upper right corner where the user CP should be. While holding down the Ctrl key hit the +/= key five times. The display should expand and then show the CP and alerts section.

To reduce the display back down, while holding the Ctrl key down hit the - (minus) key five times.

I was able to get some of it back, but it still doesn't look right.

I noticed this issue after the last updates were done to the sight several days ago..... now we have a small glitch....
