Why would somebody drill an 1 1/2" hole in the side of a 109??

I went to look at a G/N the other day and somebody drill a large hole in the side of the block below a side freeze plug,and about an inch above the oil pan rail,and ran the oil return this way?Is this block now junk?thanks.

I wouldn't touch it myself. To many good ones out there....
