Wierd shift patterns

Ok I had the engine rebuilt and put it back in. When Im driving normal the 1-2 shift goes normally pretty hard but the 2-3 shift wont shift until very high RPM or until I let off the gas. Do I need to adjust the TV cable and how?

Ok I adjusted the TV cable as the instructions said. Before I looked to see how many nothces were showing, they all were showing. So I pull the cable and floor the pedal heard some ratcheting and it was back to where I started from. Still shifts nice and firm 1-2 but sloppy 2-3. I adjusted it like one click towards radiator now it shifts nice and quick 1-2 but not as hard and the 2-3 shift now comes when it is supposed to. Will I mess up the tranny b running it like this./
