1-2 WOT Shift Problems

I just bought a GN last night that has a fresh trans in it with an Art Carr shift kit. The trans shifts nice and firm and feels really good at part throttle. At full throttle the 1-2 shift comes way too soon, but the 2-3 shift is fine. Is there an adjustment that needs to be made or what could the problem be? Thanks for the help.

it could be a collapsed ,worn out or heat checked 1/2 shift valve spring.also the primary weight on the governor is too heavy or theball is not exhausting properly at low driveshaft rpm.
