2004r Light to medium throttle shift points

Just did my first 2004r biuld according to Chris' book with all the good stuff and all of his parts including fully rollerized. The trans upshifts and downshifts and I can shift manually at 5500 with my ratchet shifter but lite to medium shift points are early as is the WOT shift points (3200). With light throttle, is in 4th about 30 mph.

If I adjust the cable, the shifts get softer and harsher but the shift points do not change. I have not made any mods to the governor and I know it has the heavy weights, CR vb.

Is modifying the governor weights where I should go to raise the shift points. I'm thinking with this being a heavy car, bbk Chevelle, it may be wearing the clutches in 4th shifting so early in normal driving.
 
Remove and discard the MTV up spring if not already done so. This will increase (make later) the shift speed at med throttles. BRF level transmissions don't have that spring to begin with.

Thanks Mike, that made me remember in Chris' book, he mentions shimming the throttle valve spring for later light throttle shifts. Have you ever tried that. How much shim?
 
Yes!

I have, but that will make all shift speeds {low,med,wot shifts} later. .125 spacer is typical. A word of CAUTION: TV spring and or TV spring + spacer combos that measure over 2.100 in free length can have issues of 2nd gear starts.
