I have a 69 Olds Cutlass with a 350 and 3.73 LS gears and recently put a 500+HP rated 2004R built from a shop. I have a Holley 600 and have the correct brackets, and have spent a bunch of time getting bracket and TV cable adjustments were they should be. It shifts were it should under normal driving, but it will shift at the same points with the pedal on the floor. After a bunch of different checks the trans shop thinks it is a governor issue (it was purchased out of state), but neither of us can find a recalibration kit for the governor.

Any help on this issue would be greatly appreciated,

What code valvebody did they use.
 
There's no calibration kit for the 2004r's, If theres a wot shift issue you will need to remove material from the secondary governer weight, which makes it lighter to raise the shift points. It'a a trial and era deal, play with and see how it turns out.
