Just checking my thought process here: If you use a bleeder valve combined with a relief valve (in other words, a spool-up valve plus a maximum boost valve), there is no need for an adjustable wastegate actuator, heavy duty or not, right?
 
Maybe..

The waste gate spring preload sets the "base" boost. If you ran the hose from the turbo to the waste gate actuator, then you would get only the boost that the rod setting allows. But the "bleed" valve lets you go UP from the base setting. If the bleed valve is computer controlled, like the solenoids, then you can have a "base" boost, good for fourth gear, but run higher boost in lower gears with computer control. If you don't want to use the computer to change boost with gear/speed, then you could just use the bleeder valve, and not deal with the base setting at all. So I guess it just depends on how you like to tune. I have heard that you can only "bleed" a certain amount above the base setting, though, so you might need the adjustable waste gate to get to higher boost levels, but not sure about that.
