you have to make it. what you use is threaded rod and cut the wastegate arm in half and make a threaded sleave. i think the longer the arm the more boost.

your right i get that confused some times. thats why i have a boost gauge.

go do the compression check now then. if i was you i would not raise the boost until i did the compression check.

The factory turbo would have a non adjustable WG actuator. Any replacement would be adjustable. If you have a non-adjustable, I would be willing to bet the diaphragm inside is long gone and needs to be replaced.

Ok, mine is original so were would i get a whole new wastegate and rod from? Any sites to order from, or anybody got an extra for a 83?

Yes, your's is adjustable. Back off the hex nut, unhook the arm and screw/unscrew the end fitting.
