Boost Problem

Ok, here the deal my son is now driving the 87 GN, he ran it quite low on oil a couple weeks ago, ughhh. Now when you step on the gas it hesitates so bad you think that a turbo hose has come off, then after a couple of good hiccups it will build boost and take off. I hear what sounds like ticking coming from the stock turbo, I'm thinking turbo bearings may be shot, any quick advice, he'll learn his lesson from this one, he's paying for parts.

just a guess but u say ticking sounds like an exhaust leak that can cause boost issues

The exhaust leak was fixed once before by Cottons so I don't think that's it, I found the ticking, its the waste gate shaft going into the 3" down pipe. we also found we are getting a 45 for a scanmaster code, would the Oxygen sensor cause the hesitation to be that bad?
