Can you "break" a lockup convertor and make it not "lockup"

When I purchased my car, the individual I bought it from said the torque convertor was an Art Carr 9x11 convertor with a 3200 stall. Apparantly the 9x11 is a lockup convertor. However, it doesn't "lockup". The tranny shifts very strongly.....so i don't think it's screwed up at all. The TCC solenoid shows it's working...but still no lockup. Can you ruin a torque convertor so it doesnt lockup?

How do you know the TCC solenoid is working? When mine was broken, you could still see the ECM calling for it in DirectScan but that didn't mean it was actually working.
