Can't Rotate the Compressor Housing on New 71HPQ

My new 71HPQ came clocked a little high; pointing toward the top of the radiator.

I loosened all the circumference bolts and the housing will not turn.
Called Precision and they said newer models have a backplate to compressor housing o-ring that does not allow the housing to turn easily. Procedure is to pull the compressor housing slightly off until it spins.

Anyone ran into this?
 
My 71 was a little hard to reclock also. I loosened all the bolts on the housing and it did move but it wasnt simple like all the turbos I have had before it..lol
 
Confirmed,

I took off all housing bolts and brackets, and using a small rubber hammer tapped the housing off its seat. It moved back about 1/8" and moved freely.
I was carefull not to rub the housing against the blades. I clocked it over and tapped it back on. The bolts and brackets did the rest. I did not physically see the o-ring, for I was leaning over the car trying to hold the housing. When placing it back on I did not lube the o-ring; might be a good idea.
