OK, so I found the actual turn signal flasher unit under the kick panel near the steering column.
As far as I can tell there is no way I will be able to replace the old one without taking some stuff apart to gain access.

How do I access this part??
Do I need to take apart the dash to get at it from the top?
How do I take apart the dash?

After about 10 minutes of wiggling my hand between parts I could just barely touch the flasher unit, no way could I remove it/reinstall the new one.

Shouldn't have to take anything apart. Don't even think about trying to get to it from the top!!! The turn flasher is held up by a spring clip that grabs each side of the can. If you can grab ahold of it, just pull it straight out from the clip. The wires will then let it hang down far enough to make replacement easy. For about a year, I just stuffed it back up into the wiring. Eventually, I got around to pushing it back into the clip and I found that the flasher is louder that way!?!
