free play in flexplate to convertor bolts

Installed my JW flexplate, convertor and transmission yesterday. Was a bit
surprised to find the amount of free play when the convertor bolts are
not yet snugged up. Called JW and was told that the holes are drilled 0.004
inches over the stock convertor bolts. Before I locktite and torque to 46 ft-lbs.
I am curious to know whether others have found this amount of free play.
My guess is that the flexplate can rotate 3-4 degrees before tightening
the bolts. I was expecting a tighter fit between bolts and flexplate. Looked for bolts
with a shoulder, but
have not found them.

Suggestions, concerns.

I have a J&W plate and have installed a few. Always fit fine with no excess play.
On the sholdered bolts--I believe a small block Chevy uses them also. Might check with a dealer

IMO it doent matter much. Most flywheels have a lot of free play. Id just rotate the converter clockwise and tighten them down. What size bolts did you use?
