A friends 2004r is shifting at 3500 rpms under extremely light throttle. When it is floored it shifts at the correct 5000-5200 rpms. Checked the tv cable and it is set correctly. Is it time for a rebuild?

A Tv Valve That Is Stuck Or Sticking Inboard Can Cause This As Well. It May Have Chucked The Governer Spring On A Burnout.removing The Pan And Checking For A Spring Will Let You Know.
