Three things I have done. I don't have access to a gas torch plus they wont let you drag one into the boneyard anyway. First it helps to soak them down with PB Blaster or Kroil. 1.Sometimes I can get my biggest pair of vise grips to clamp on the edge of the head. I keep clamping until I've distorted the head and the grips wont slip. 2. I take a 1/2" drill bit and drill straight in the center until it hits the shank. Just knock what's left of the head off with a cold chisel. 3. I use a HD C-clamp and clamp down on the head and the back of the bumper. This works great if you have an impact wrench. I guess there might be a 4th way if you have the room to take a Dremel and cut the nut off from the back. Usually it's tight on the backside.
