I have an 87 gn and the break pedal is low. The car was converted to vacuum breaks before I bought it.

The rear breaks have s10 wheel cylinders with factory regal shoes. There is slight drag on the drums.

I changed the front pads and rotors today because I had a wrapped rotor. I put EBC green stuff pads on it.

I have bleed the system several times.

Where else should I look?
 
So, the pedal wasn't low before you did the pad swap? Pedal has been low since you bought it? Not sure you have the correct pedal/mounting place on the pedal. Generally a vac swap requires a vac pedal to work correctly. Or the mounting point needs to be moved to get the correct geometry for the vac system.

The pedal has alway been low. I need to do more digging into the car.
