Have you checked the carb number to make sure it's the right one? That may be part of the issue you're having.

I bought the carb new from "Carburator Exchange" It's listed on the receipt as a 79 Buick turbo. I know it has the power valve and sure looks a lot like the one on the 79 motor I just bought. My motor is a 81 though. Where exactly is the # to be found? Also when I put my tongue on what I plug the vac advance into and rev the motor I feel so little vacuum. From connected to the distributor, to not, there is no change in timing or RPM I keep thinking I'm not in the right vac advance port
