need help to report a foul member on the board

before i post a complaint and warning to other members. i was given a rraw deal on some parts by another member on the board and i want to know the CORRECT method to display his name and warn others of his shadey ethics. if a moderator or some one direct me in the proper way to address this on the board for others to see and not to upset anyone by doing thigs wrong. thank you.
