no 2-3 shift 2004r

Does anyone have any ideal why there is not a 2-3 shift in a bq 2004r1-2 shift is pretty solid
At part throttle or WOT?
At any throttle,it will not shift 2-3 at all just hangs in 2nd at all rpm's
