no lock-up from a lock-up TC

My transmission shop put a new Precision 2800 stall lock-up convertor in my rebuilt transmission about seven months ago. A lot of that time was winter so it didn't get driven. On the 13th of August, with only about 2000 miles max on the transmission, I took the car to the local track (Ozark International Raceway). I made four hard runs using the transbrake to launch at 8 psi and locking the convertor (with the homemade ALDL lockup switch) on second gear shift. That usually gains 2 tenths and 2mph. However, the TC quit locking up after the second run. I replaced the solenoid a few days later--still no lock-up. Not with the switch, not with a wire grounding the ALDL ports, not from the chip. Otherwise the trannie shifts fine with no slips or pauses between gears. Nice crisp shifts, just no lock-up. Any ideas?

verify 12 volts at terminal a of the vehicle to transmission wiring harness.it must be there .if not check brake light switch and the wiring.
 
I don't mean to sound stupid (probably do anyway), but is that with the ALDL "F" connection grounded and with the ignition on?

I crawled under, unplugged the plug, and tested the terminals (with the ignition on). All four had voltage! Is that right?
Top left: 12V, Top right: 10V
Bottom left: 13V, Bottom right, 12V
Hmmm.
