No power to fuel pump HELP

All, had a working pump today but swapped out to a walbro, installation is done but I do not have power to the brown and white striped wire when I turn the key? the sending unit works and ground is good but I get now power when I turn the key on. the pump is good and was tested with a hot wire successfully.
 
The 12V on the brown/white wire comes from the fp relay (passenger-side inner fender, rear relay, next to ESC module). This voltage will only be present for a few seconds after the key is turned on, unless you start the engine.
 
Yesterday I had the same issue. I haven't had time to do a permanent repair yet, however, I suspect a hard short where the wire loom exits the trunk thru the body behind the rear bumper. The hole is somewhat small. I suspect a hard short due to the fuse basically blowing apart. I'll be pulling the bumper, for access.
