Occasionally won't shift into third at WOT

I'm working on an 87 TR that occasionally won't shift into third gear at WOT. Any suggestions on where to look or what to swap to possibly correct this issue are appreciated.

The car is pretty stock. Only mods are a home made adjustable waste gate rod, MAF pipe, gutted cat, and LT1 valve springs.

Your filter is sucking air probably. How many miles on the tranny? Is it stock?

It's stock with about 125K on it.

Can I run it a quart over full?

If look for a leak on the governor circuit. Remove governor cover and replace gasket and seal
