Oil drain pipe install question

I’m attempting to install a new oil drain pipe from Kirban performance. I’ve screwed it in all the way, I think. However the drain pipe still swivels. Should it swivel? Or should it be super tight?

Keep going. Don't use pipe thread tape. It's a compression fitting, not a pipe thread.
