oil pressure relief valve

anyone heard of a valve getting stuck open to keep pressure from getting high enough to keep lifters full at highway speeds? if so who sells parts and also who sells a mech oil press guage as the westach unit i have sucks and is on its third sending unit. any guages that match the ones for our counsoles?
 
If it was stuck in the open position you should be rattling like hell at idle and quieter at cruising speed.
It's easy enough to check. Just get a 1" wrench and pop that big nut off. If the spring sticks out very little and the valve moves, that's not your issue.
 
Happened on the 'missus 3.8l N/A Regal. A piece of the upper timing chain wedged into the relief valve and held it open. Made a lot of valve train rattling sounds and had no power.

Plastic upper timing gear was coming apart...
