P/S Bolt holes stripped out on accessory bracket-best repair method?

What the best method to fix the threads on these holes without removing the bracket? Or does it need to come off? Curious what others have done to fix? any other solution beside Heli-coil ?

It's way easier to repair them if you go ahead and pull the entire bracket. To get enough room to get drill in there might require pulling the radiator, and that's a whole different set of mistery.
