Rear spoiler anchor bolts

Recommendations on ensuring these anchor bolts stay in the rear spoiler? The spoiler is 32 years old now and when I go to screw these in, it just pulls out the brittle fibers from around the hole. I was thinking some kind of epoxy but thought I would ask here first.
