Removing Water Pump Pulley

What's the trick for removing the water pump pulley if you dont have air tools ?

I got a set of Jasons aluminum pulleys (Water & alt). I took care of the alt pulley & started the spring cleaning , removed the IC and alternator to clean up. When I went to remove the water pump pulley I realized I had a problem. I should have cracked the bolts before taking everything off

If everything is back together will I be able to break the bolts loose with the belt back on ? Im afraid there wont be enough tension and the pulley still slip....
 
Stick a big flat head screwdriver on the waterpump shaft and under one of the boltheads. Loosen one of the other bolts with a wrench. Loosen them at the 6 o'clock position. Leave them all in until all are free.
 
Big long flat-blade screwdriver...position it between 2 bolts and pump shaft to get leverage then loosen bolts one at a time repositioning screwdriver for each bolt...don't remove any bolts until all are loose...

Now I just need to figure out how to pull the frozen pulley off the shaft.
 
Penetrating oil...let it soak then work the pulley off side to side a little at a time...
