Runs hot on highway, cool around town...??

Noticed since I put the Scanmaster on that my car will heat up when I'm on the freeway~195*-200*, but once I get on city streets, it cools back down to the 180's. WTF? I would have figured with all the air being pushed through there on the highway would cool it down, but what do I know anyways
Anyone know why it does this?
I'm not too worried about it running 200, hasn't gotten over 205 yet, and that was after I'd gotten on it some. Also been pretty darn hot/high humidity here lately.
Any ideas?

My guess is that you are missing that rubber chin spoiler that is underneath the lower radiator support. If you are not, you got me.
