scan master short circuited?

I was just wondering if a scan master can short circuit or if there is a fuse or anything in it to prevent this
I had my scan master hooked up last night and one of the wires fell out and his the opposite, either negative to pos or vice versa
there was a fuse breaking noise and today I finally hooked it back up but it doesnt seem to start

any ideas?
