"Set-Screw" method for governor spring?

What is the "Set-screw" method, in terms of holding the governor spring in? Obviously, it is so that the spring wont fly out of the assembly, but can someone provide me with any specifics? What size/material set screws are used? Is lightening of the weight necessary thereafter? TIA!
