shifting problem

Ok, if you put the shifter into third the car will not shift at WOT. It will shift, sometimes, if you have the shifter in OD. I adjusted the TV cable by pushing the button in, pushing the cable all the way back and then put the gas pedal to the floor. It clicked out and I left it. What do you guys think might be the problem. And I don't know it the valve springs are stock or not? But my brother is complaining of his car not going beyond 20 PSI. He says it kinda studders at 20 and no knock! How can you tell if the springs are causing a problem?
