Shifts way too late at part throttle

My brothers trans shifts way tou late under part throttle. It won't shift until close to 5000 rpm and most of the time he has to give it almost full throttle to get it to shift. The tv cable has been adjusted every different direction and it makes no difference. The tranny is a $2000 billet built tranny and has been out of the car 3 times since he's bought the car a month ago for different broken parts because of this.

T-V stuck

Unhook the TV cable @ the throttle body and work it full stroke and back many time and see if it will unstick the tv valve.

if the tv valve is stuck the pressure gage will point it out and if its okay ,check stuck tv upshift valve ,and governor.

To be fair, we think there was a little backyard engineering done to the tranny after the transmission center built it.
