I think very low 10's could be had with the right combo. I went 10.80's@127 with my friends T weighing 3700lbs with the 67 P. That was at 26.5 psi with a 231 ci, 210-205, 8.0-1 with iron heads, fmic, and a non locking converter. There was a ton more left in that combo as the best 60' was 1.65. With a stand alone, a 200lb lighter car and a better 60' i think i could have gone 10.20's.You'll need injectors and a larger fuel pump to get where you want to be.
My car is pretty light (3450 w/driver) and I went 10.62 @ 125.45 with 24.5psi through my 67 turbo (should be close to the 45a).
