What length tie-downs do I need for a TR on a 18' Sloan trailer?

Most tiedowns are longer than you need. Go to home depot and get the 2 inch tiedowns there for around $13 each. Then just roll up the extra strap and tie rap it so it doesn't blow all over the place.
