Torque converter will not lock.....

I installed a PTS 9x11 yesterday can not get it to lock its getting power to the trans, removed pan the lock-up solenoid is working i removed it and the snap ring and valve and spring every thing looks good. WHAT ELSE CAN IT BE?:confused:
 
It could be the problem I had, the 4th gear pressure switch was not working. Most aftermarket chips will not lock the converter unless you are in 4th gear (OD). Your trans will shift into OD still with a bad pressure switch but the computer will think it's still in 3rd gear and not lock the converter. If you have a Direct Scan or Powerlogger I know those two will tell you if the computer knows it's in 4th.
 
You may also want to check fuse "ECM/SOL".

As mentioned above, try the jumper.
 
I have button to jumper A & F on the ALDL and the fuse is good. i am thinking that the O ring on the input shaft must be gone or bad. third time i have had trans out. this car is getting on my bad side....

With the engine off(key on),use the jumper to verify you can here the TCC click,I had a bad ECM stop locking the convertor. Don't pull it until you try this test!
 
Did lock up work before you swapped the convertor,or is this a new build.
