Planning on installing my Power Plate later this evening once things cool off. I checked the archives for a torque spec for the upper plenum bolts but all I got was Yeah, 20 lbs is plenty.. Anyone know the proper torque spec for these bolts? I understand they are very prone to stripping, so I'd like to get it right. Thanks.

I've not seen an actual torque for these bolts in print. I usually just go hand tight. Based on the size of the fastener I would tell you not to exceed 15 ft lbs.

Before you remove the doghouse, check the torque on the bolts that are in there already. Sneak up on them a ft/lb at a time until you find the torque. Then duplicate it on reinstall. I'm betting 15-20 like 750HP said. It's not much more than "good and snug".
 
That was the plan if noone came up with a definite spec John. Thanks guys I'll give it a try. :)
