Trans shifting too early on 1-2 and 2-3, is it the TV cable?

I've got a nagging problem and I can't seem to fix it. Mind you I still have the original TV cable on this tranny. I have tried adjusting it every way possible. First the tranny was shifting too early on all shifts. Like 1-2 was at 10 mph and 2-3 was at 20 mph normal cruise and then 3-4 would be 35 mph. Sooo...I gave it one click tighter. It still would shift the same on 1-2 and 2-3 but OD was delayed until 40 mph. I'm trying to get it where OD shifts at like 45 mph and 2-3 at 25 mph. If I give it one more click tighter where it's at, the OD shift doesn't even happen at all unless I let off the throttle at around 50-55 mph, otherwise it keeps going in 3rd. Any solutions for this?

install a pressure gage to check pressures .it may be a sticking tv limit ,tv valve ,tv upshift valve,3/4 shift valve problem.the gage will illuminate the route of the diagnostic path to take.does the vehicle have the turbo regal valve body and governer?do you get a 2/1 kickdown at 15 mphour in manual 2nd?what is wide open throttle 1/2 and 2/3 upshifts in engine rpms?
