Rebuilding a 87 gn frame up the turbo is marked .60 ar on the inlet and .63 on tge exhaust and says garret on it is this a factory turbo ?

yup that looks like a stocker indeed.

Looks stock but you should take a picture of the compressor wheel thru the inlet bell and we could say for sure.
