turbonetics delta gate 2?

I just installed ATR 3" downpipe which came with a turbonetics delta gate 2. I'm not to familiar with external wastegates. I have it plumed correctly my concern is making adjustments to the boost. I know this is the older version. Am I correct in saying unless I get a manual boost controller I can only run 9# of boost? Also is there a link for instructions on the delta gate II? Your thoughts.
