Weird drivability problem. Any Ideas?

Ok to start with ive got an 85 GN with stock turbo, 3" downpipe, pypes exhaust, comp cam, walbro 340 pump with hotwire, 42# injectors with TT chip and adjustible regulator set at 43#. The engine is brand new ( less than 400 miles). 15 lbs boost. Over all the car drives well except doesnt seem to pull like i think it should. From a stop the car pulls hard till the top of first where it just doesnt pull like i think it should. Boost doesnt drop off and 1 degree of knock retard. It will shift into second and same thing, just not pull that hard. However, if you are rolling and force a downshift it pulls way hard. Im kinda at a loss here so any advice would be appreciated. What RPM is it at the top of 1st gear?

im honestly not sure ( stupid factory tach is broken) I know limiter works and its before that lol

Doesn't the scan tool tell you?

It does but i dont remember what it is, and now our lovely washington weather turned south so no playin again
