What are these "uncapped" vacuum ports on my throttle body for????

I am currently installing an RJC power plate on my Buick. While I have the throttle body/upper plenum assembly off, I discovered two vacuum ports on the TB that are not capped, and do not appear to have been used for a long time.

One of them is directly behind the IAC and the other is on the pass side behind the TPS.

What did they go to?

Also would having them uncapped cause boost issues? Or even knock retard issues?
 
How did these water lines work? And are they needed?

Its just some ports to run the coolant water thru the TB. Emissions thing..you dont need em. Unless of course you install a Ballbearing turbo. Thats the ports you can hook your water up to.:)

Leave them uncapped. They arent hurting anything.
