What size turbine wheel (Inducer) is needed to make 1000Hp at the tire?

TSL rules are still there in their part of the forum. I think the max was a GT4276.

The TSL rules call for a limit on the compressor wheel of 76mm, but I did not see a limit on the turbine wheel. I know the GT42 can be stuffed with a decent sized turbine wheel.
