I know some guys electrically Lock their Torque Converter for better Pull,

When Can you lock it, Where can (what rpm and what gear,

CAN you go through a shift with it locked, 1-2 , 2-3, 3-4?

I hear that locking it up manually put more wear and tear on the tranny also.

You can physically lock it on the 1-2 shift and it'll stay applied through the 2-3 & 3-4 shifts. When doing this though, you lose the converter's ability to multiply torque immediately after the gear change which can assist in accelerating the car.

Ideally, you would lock it at the top of each gear and unlock it on the shifts. Doing this manually isn't really feasible so many folks that utilize the TCC on the strip, lock it in 3rd gear. That way the car accelerates well through the gears and the TCC eliminates any remaining hydraulic inefficiency remaining in the converter for a better top end charge.

Shifting with the TCC applied can be harder on the transmission because you are eliminating the cushioning affect of the converter.
