I recently had a problem where i couldnt get past 10psi, so i troubleshooted the problem.(with some help from the TB) found & repaired cracked DS header,a few vac lines, and 1 bolt was loose on the downpipe. Then i drove it and boost came back 15-18 psi, then all of a sudden it goes back to not makeing more than 10psi, then comes back to 15-18 psi and vice versa

Hey I'm your avatar. Seriously. That photo has been all around the internet.

I would check your hose couplings at the intercooler. I've had them be loose and boost pressure will escape there.
 
May have a split in a coupler, also check the crossover. Double check your vacuum lines...

Sry to sound noobish , but the crossover is where the manifold and the downpipe meet? Also to note my boost/vac gauge reads -14&-13ish, sometimes it will hit the vac mark, which is -15 @ idle and thats when i get my boost back
